The Water Renaissance Plan shifts California away from expensive, unreliable water imports toward local, sustainable solutions that deliver reliable water at a price we can afford.

The Water Renaissance accounts for water needs in Northern and Southern California and charts a new path forward for sustainable and reliable water supplies.

  • Provide resilient water supplies for every Californian.

    • Fund conservation and efficiency programs for low-income households

    • Expand water recycling and stormwater capture

    • Strengthen groundwater management

    • Incorporate Tribal priorities into water policy and projects

    • Address water quality issues like harmful algal blooms

  • Use imported water as the last – not the first – resort.

    • Limit expensive, unreliable import projects

    • Shift away from outdated water transfer strategies

    • Restore and protect vital ecosystems

    • Reduce potential impacts of natural disasters on water delivery system

  • Make our water system work for all communities.

    • Enable water bill assistance programs

    • Create quality local jobs throughout the state to build and maintain our water system

    • Explore new funding tools, including a statewide water bond
